Engineering FAQ
Clear answers to common questions about architectural design, supervision, project management, quantity surveying, and engineering consulting services.
Architectural design costs vary by villa size: small villas (300–450 m²) range from SAR 15,000 to 25,000, medium villas (450–650 m²) range from SAR 25,000 to 35,000, and large villas and palaces (650 m²+) exceed SAR 35,000 and can reach SAR 45,000 or more depending on complexity. These figures cover architectural design only; adding interior design and full supervision raises the total cost by an additional 30% to 60%.

Engineering supervision is an ongoing on-site follow-up service provided by an independent engineer or consulting office representing the owner’s interests (not the contractor’s), to confirm the project is being built according to approved drawings, complies with the Saudi Building Code, uses the agreed materials at the correct quality, and stays on schedule and budget. Unlike design, supervision is a continuous service that can run from several months to over a year depending on the project’s size.

The steps to issue a building permit through Balady include: authorizing a licensed engineering office to begin the process, preparing architectural and structural drawings and submitting them to a technical inspection company to confirm compliance with the Saudi Building Code, municipal approval of the drawings, appointing a supervision office and an executing contractor, issuing the mandatory insurance policy, then paying the municipal fees through the official fee calculator to issue the permit electronically. Soil testing identifies the soil type and its load-bearing capacity, helping the structural engineer determine the right foundation type and depth. Skipping this test can lead to serious structural problems later, such as settlement or cracking in the building. That’s why starting construction without a soil test is never recommended.
Choosing a contractor shouldn’t be based on price alone — an unusually low price can sometimes mean missing line items or an underestimated project. It’s best to collect quotes from several contractors and compare them carefully. We also recommend visiting the contractor’s previous projects to verify the quality of their work, ideally accompanied by a qualified engineer.
A contract isn’t just a formality — it’s a document that protects all parties. It should clearly define the scope of work, specifications, timeline, payment schedule, penalties, and any excluded items. Don’t rely on verbal agreements, since small overlooked details can later turn into major financial disputes.
Many construction mistakes happen during the execution phase, most often caused by unplanned changes, weak supervision, or rushing the work. One of the most serious errors is modifying structural elements — such as relocating columns or removing beams — without consulting the engineer. The golden rule here: any structural change must go back to the engineering office first.
Some people assume the structural shell is the most expensive part of construction, but in reality, finishing usually accounts for the larger share of the total cost. That said, the structural shell is the most critical element for safety — which is why cutting corners on the structure is never advisable.
Building your own villa gives you greater control over design, quality, and land selection tailored to your family’s needs, but it requires time, effort, and ongoing follow-up. Buying a ready-made home saves time and effort, but depends heavily on the developer’s quality and needs careful inspection before deciding. The right choice depends on each person’s circumstances.
Inspecting a ready-made home can include a visual check for cracks and moisture, hiring a specialized inspection service, and requesting the drawings and any available soil reports. This inspection doesn’t guarantee complete certainty, but it significantly reduces risk before making a purchase decision.
Before buying land or starting the design, it’s important to clearly answer some fundamental questions: how many family members are there now, and how many might there be in the future? Do you need a large majlis for guests or a separate home office? Are there elderly family members who need special design considerations? And most importantly: what’s the project’s real budget ceiling?
Choosing the land is the first real decision in any construction project. The right land isn’t measured by price alone, but by what it might add to — or cost you during — construction. Pay attention to its location, proximity to services, shape, orientation, and elevation relative to the street. Most importantly: the soil condition, since some land is cheap precisely because of poor fill or weak soil. The golden rule: never judge land by its price before you know the soil condition.
Some of the most common mistakes owners make include: buying land without soil testing, choosing a contractor based on price alone, cutting corners on the structural shell, starting construction without a clear budget, and relying on ready-made floor plans without fully understanding the family’s actual needs.

Periodic supervision is attendance tied to structural milestones plus two visits a week during finishing, and it covers what most residential villa projects need. Full-time supervision is near-daily attendance by a team dedicated to the project throughout its duration, usually requested where the programme is tight, the structural detailing unusual, or the owner is out of town. The two differ in scope and cost alike: periodic is priced as a lump sum across milestones and monthly during finishing, while full-time is priced on team, duration and scope of works. The difference is set out in full in our guide to engineering supervision cost for a villa in Al Khobar.
