Over more than 25 years in leadership positions within engineering management across semi-government entities, corporations, and the private sector, I have witnessed recurring challenges in many projects: poor coordination between disciplines, ineffective supervision, and delayed decisions that affect time, cost, and quality of execution.
This led to the establishment of Innovative Standards Engineering Consulting Company, with the aim of delivering a clearer and more structured engineering experience. It begins with understanding the client’s needs and budget, followed by developing well-considered designs and practical, buildable drawings, supported by diligent follow-up to ensure alignment between the design and project requirements through to handover.
We believe that project success is not achieved through design aesthetics alone, but through an engineering consultant’s ability to transform an idea into a practical solution that combines quality, efficiency, commitment, and client satisfaction.

At Innovative Standards Engineering Consulting, we work closely with our clients from understanding their needs and budget through to delivering clear, buildable engineering outputs. We integrate architectural design, interior design, and landscape design with supervision and project management to achieve greater alignment between concept, design, and execution.

Dr. Abdulrahman S. Al-DossaryChief Executive Officer
He holds a PhD in Mechanical Engineering from the University of Birmingham, UK and an MSc in Fluids & Thermal Energy Engineering from the University of Manchester. He is a Professional Engineer registered with the Saudi Council of Engineers, and accredited by the Council as a Technical Expert in engineering arbitration.
His experience in managing major projects was formed on the owner’s side of the table: approving designs, controlling budget and schedule, and holding contractors and consultants to account — so he sees a project from the same angle the client does. As Vice President for Administrative and Engineering Affairs at Prince Mohammad Bin Fahd University, he supervised a capital portfolio exceeding SAR 800 million — the University Hospital Complex, the Medical College and campus infrastructure — and chaired the mega-projects, risk, procurement and safety committees.
Before that he led Jubail Technical Institute (Royal Commission for Jubail & Yanbu) as Managing Director for more than twenty years, from establishment through to full operation: infrastructure, buildings and equipment, some 150 contractors, an annual operating budget of roughly SAR 120 million, and direct contract negotiation with Aramco, SABIC, Sadara and Ma’aden.
That background is what makes our reading of a project different: we treat it as a contract, a budget, a schedule and a set of risks to be managed — not a drawing to be handed over. The method is the same for a 400 m² villa and a 4,000 m² development.

How Projects Are Managed Here
The difference between one engineering office and another does not show on design day; it shows the day a contractor slips or a decision changes. The company therefore runs on a written management system rather than individual improvisation.
- One scope, one accountability. Architectural, interior, facade and landscape design, then supervision and project management, under a single roof — so the client is never left mediating between a designer and a supervisor.
- Internal review before release. Every drawing passes an internal technical review before it reaches the client or a permitting authority, which reduces comments, rework and licensing delays.
- Contract and cost governance. A written scope of work, a clear payment schedule, claims documented against completion milestones, and an explicit statement of any variation order’s effect on time and cost before it is approved.
- Monthly measurement. A monthly progress report and performance indicators for every project, with a documented minute for each design or execution decision — leaving the client a record rather than a recollection.
- An approved organisational structure. The company operates under an approved organisation chart and workforce plan for 2024–2027, defining responsibility across design, supervision, quality, planning and administrative and financial affairs.
Licensing and Classification
The company is licensed by the Saudi Council of Engineers to practise engineering consultancy, and holds a Saudi engineering-office classification certificate and a Technical Standards Compliance Certificate, with a valid commercial registration and VAT registration.
